Since before the war, Russia has been spreading false information about the need to eradicate Nazism in Ukraine. But in recent days, Moscow’s propaganda has changed, saying it is fighting terrorism and thus accusing Ukraine in every possible way of orchestrating a dirty bomb attack as part of its narrative.

According to European and American government officials and independent researchers, the new propaganda spread on social media and in the news also includes baseless allegations that the Ukrainian government intends to destroy a dam on its territory, the dam of the Nova Kakhovka hydroelectric power station.

Officials and researchers said the move was aimed at bolstering Russia’s support for the war, but also hoping to discredit Ukraine in the West, which could weaken support for sending more weapons to Kiev.

“They seem to have decided on a talking point that this is a counterterrorism operation now,” and Moscow’s efforts have apparently confused the Russian population at home, and it will take time and cost to adjust.
